NEET SS: Rajasthan HC scraps Rs 25 lakh bank guarantee rule for DM, MCh admissions

Rajasthan HC PwD Relief: राज्य सरकार का बैंक गारंटी नियम रद्द, डॉक्टरों को मिली राहत जयपुर: राजस्थान उच्च न्यायालय की जयपुर बेंच ने तीन पोस्टग्रेजुएट डॉक्टरों को राहत दी है, जिन्होंने उस राज्य आदेश को चुनौती दी थी जिसमें सुपर-स्पेशलिटी कोर्सेज में दाखिले के लिए 25 लाख रुपये की बैंक गारंटी की शर्त लगाई गई थी। न्यायालय ने माना कि राज्य सरकार नियमों को प्रक्रिया के बीच में नहीं बदल सकती। ये डॉक्टर अपने पद पर सेवा दे रहे हैं या सेवा देने के लिए बाध्य हैं और उन्होंने पोस्टग्रेजुएट या सुपर-स्पेशलिटी कोर्सेज (DM/MCh) में दाखिला लिया था। राज्य सरकार ने यह शर्त इस उद्देश्य से लगाई थी कि डॉक्टर अपने कोर्स पूरा करने के बाद सरकारी अस्पतालों में सेवा दें। इससे पहले, 2025 में NEET-SS के जरिए सुपर-स्पेशलिटी कोर्सेज में दाखिले लेने वाले डॉक्टरों को 25 लाख रुपये की बैंक गारंटी जमा करनी पड़ती थी। डॉक्टरों ने सरकार की इस शर्त का विरोध किया, क्योंकि यह वित्तीय बोझ पैदा करती है और योग्य उम्मीदवारों के लिए रुकावट बन सकती है। वर्तमान याचिका में डॉक्टरों ने तर्क दिया कि यह शर्त मनमाना, अवैध और उनके मौलिक अधिकारों का उल्लंघन है। उन्होंने कहा कि पहले उन्हें सिर्फ दो साल की सेवा का वचन देना होता था और किसी बैंक गारंटी की आवश्यकता नहीं थी। लेकिन 28 जनवरी, 2026 को जारी आदेश में यह नियम अचानक बदल दिया गया। पूर्व में, एक समान मामले में, डॉ. इशांत कुमार साहू व अन्य बनाम राज्य सरकार (SBCWP No. 4504/2026) में न्यायालय ने निर्णय दिया था कि NEET-SS 2025 के परिणाम घोषित होने के बाद नए आदेश को लागू नहीं किया जा सकता। न्यायालय ने कहा था कि उम्मीदवार पुराने आदेश के अनुसार ही दाखिला ले सकते हैं। न्यायालय ने यह भी निर्देश दिया कि मेडिकल कॉलेजों को उम्मीदवारों के मूल दस्तावेज़ तुरंत ईमेल के जरिए आवंटित सुपर-स्पेशलिटी कॉलेजों को भेजने चाहिए, ताकि दाखिले में देरी न हो। उम्मीदवारों को केवल यह शपथ देनी होगी कि वे कोर्स पूरा करने के बाद अपनी सेवा शर्त पूरी करेंगे; यदि नहीं करेंगे, तो बॉन्ड राशि का भुगतान करना होगा। इसके बाद, मेडिकल काउंसलिंग कमेटी (MCC) ने राजस्थान में उम्मीदवारों को मूल दस्तावेज़ की स्कैन कॉपी भेजकर सुपर-स्पेशलिटी कोर्सेज में प्रोविजनल एडमिशन लेने की अनुमति दे दी। न्यायाधीश नुपुर भाटी ने कहा, “किसी भी महंगी बैंक गारंटी की शर्त को NEET-SS परिणाम घोषित होने के बाद लागू करना नियमों को बीच में बदलने जैसा है और इसे पूर्वव्यापी नहीं बनाया जा सकता।” इस तरह, उच्च न्यायालय ने वर्तमान याचिका को डॉ. इशांत कुमार साहू मामले के आदेश के अनुरूप खारिज कर दिया, डॉक्टरों को राहत प्रदान की और नियमों को बीच में बदलने से रोका।

CUET UG 2026: यूजी कोर्सेज में दाखिले के लिए सेंट्रल यूनिवर्सिटी एंट्रेंस टेस्ट (CUET UG) 2026 की परीक्षाएं 11 मई से शुरू हो सकती हैं। लेकिन इस बार छात्रों के लिए यूनिवर्सिटीज के विकल्प पहले की तुलना में कम होंगे। 2024 में कुल 283 यूनिवर्सिटीज ने CUET स्कोर के आधार पर ग्रेजुएशन कोर्सेज में एडमिशन दिया था, जबकि 2026 में यह संख्या घटकर 241 रह गई है। CUET UG 2026: ग्रेजुएशन कोर्सेज में दाखिले के लिए होने वाले सेंट्रल यूनिवर्सिटी एंट्रेंस टेस्ट (CUET UG) 2026 में स्टूडेंट्स को एक दिन में अधिकतम 3 पेपर तक देने होंगे। इस परीक्षा के लिए 55 प्रतिशत छात्रों ने 5 विषयों की परीक्षा देने का विकल्प चुना है। नेशनल टेस्टिंग एजेंसी ( NTA ) आवेदनों को देखते हुए सब्जेक्ट कॉम्बिनेशन और डेटशीट तैयार करने की प्रक्रिया में है। CUET UG Exam Date 2026: सीयूईटी यूजी एग्जाम कब होंगेएनटीए की ओर से जारी किए गए ऑफिशियल नोटिस के अनुसार, CUET UG 2026 की परीक्षाएं संभावित रूप से 11 मई से 19 मई 2026 तक आयोजित की जा सकती हैं। हालांकि, अभी तक एनटीए ने सब्जेक्ट वाइज डेटशीट जारी नहीं की है, लेकिन इसकी तैयारी लगभग पूरी हो चुकी है। जल्द ही आधिकारिक वेबसाइट पर CUET UG 2026 की Exam Datesheet जारी कर दी जाएगी। CUET UG Admit Card: एडमिट कार्ड से पता चलेगा एग्जाम की अवधिछात्रों को एडमिट कार्ड जारी होने के बाद ही पता चलेगा कि उनकी परीक्षा कितने दिनों तक चलेगी। जिन छात्रों ने चार या पांच विषय चुने हैं, उन्हें कम से कम दो दिन परीक्षा के लिए उपस्थित होना होगा। पिछले साल, 2025 की परीक्षा 19 दिन चली थी, जबकि CUET UG 2026 की परीक्षा संभावित रूप से 11 से 31 मई के बीच होगी, यानी कुल 21 दिन की विंडो रखी गई है। इस बार कुल 1568763 यूनीक आवेदन आए हैं, जिसमें से 869901 ने पांच विषयों की परीक्षा देने का विकल्प चुना है। कंप्यूटर बेस्ड टेस्ट मोड में होने वाली परीक्षा का हर पेपर एक घंटे का होगा और 50 सवालों के जवाब देने होंगे। सही जवाब के लिए 5 नंबर मिलेंगे और गलत जवाब देने पर एक नंबर की नेगेटिव मार्किंग होगी। करीब 35 शिफ्ट में सीयूईटी की परीक्षा करवाई जाएगी। पहले की परीक्षाओं में छात्रों को एक दिन में 4 से 5 पेपर तक भी देने पड़ते थे, जिसके कारण उन्हें काफी परेशानी होती थी। 4 विषयों का विकल्प इस बार 363071 (23 प्रतिशत) ने चार विषयों की परीक्षा देने का विकल्प चुना है। जिन छात्रों ने 4 विषय चुने हैं, उनको भी सब्जेक्ट कॉम्बिनेशन के हिसाब से एक दिन में 2 से 3 पेपर तक देने होंगे। 293639 (18.71 प्रतिशत) छात्र 3 विषयों की परीक्षा देंगे। 31011 (1.97 प्रतिशत) छात्र केवल 2 विषयों की परीक्षा देंगे। 11141 (0.71) ने एक विषय की परीक्षा देने का विकल्प चुना है। 2024 के मुकाबले कम यूनिवर्सिटीCUET UG में 2024 में सबसे ज्यादा 283 यूनिवर्सिटीज ने CUET स्कोर के आधार पर ग्रेजुएशन कोर्सेज में दाखिला दिया था। 2025 में यह संख्या घटकर 239 रह गई, जबकि 2026 में 241 यूनिवर्सिटीज ने CUET स्कोर को मान्यता देने का फैसला किया है। क्यों कम हुई CUET अपनाने वाली यूनिवर्सिटीज की संख्याविशेषज्ञों के अनुसार, 2024 के मुकाबले यूनिवर्सिटीज की संख्या में कमी का मुख्य कारण CUET रिजल्ट की टाइमिंग है। 2025 में रिजल्ट 4 जुलाई को आया था और तब तक कई छात्रों ने प्राइवेट और अन्य संस्थानों में दाखिला ले लिया था। ऐसे छात्र जिनका स्कोर अच्छा था, वे रिजल्ट आने से पहले ही किसी अन्य संस्थान में एडमिशन ले चुके थे। इस बार स्थिति बेहतर है और सभी 49 केंद्रीय विश्वविद्यालय, 30 राज्य विश्वविद्यालय, 27 डीनड यूनिवर्सिटी, 119 प्राइवेट यूनिवर्सिटी और 7 अन्य सरकारी संस्थान CUET स्कोर को मान्यता देंगे।

After appeals, NMC approves 49 more DM and MCh seats for 2025–2026.

New Delhi: The National Medical Commission (NMC) has recently approved additional super-specialty seats in medical colleges across India for the academic session 2025–26. This decision was taken based on recommendations made by its First Appeal Committee. According to a public notice issued on March 30, 2026, the Medical Assessment and Rating Board (MARB) of NMC stated that these approvals were granted after reviewing appeals submitted by medical institutions under Section 28(5) of the NMC Act, 2019. The Board informed Deans, Principals, and other stakeholders that the Letters of Permission (LoPs) for these seats will be released soon. However, the approved seat list itself will be considered a valid document for the counselling process. Counselling authorities have also been instructed not to delay the inclusion of these seats while waiting for LoPs. NMC Secretary Dr. Raghav Langer urged all concerned authorities to take necessary action based on this update.
