NMC clarifies on mandatory physical compensation classes for online MBBS study by FMGs, warns of regulatory violation

New Delhi: The Undergraduate Medical Education Board (UGMEB) of the National Medical Commission (NMC) has recently issued a clarification regarding the requirement of mandatory physical onsite compensation for online classes taken by Foreign Medical Graduates (FMGs) during their MBBS studies abroad. In a notice released on March 5, 2026, UGMEB addressed several queries raised by students and stakeholders about whether online medical classes completed during their course need to be compensated through physical training. According to the clarification, students who took admission to foreign medical institutions on or before November 18, 2021—the date when the Foreign Medical Graduate Licentiate Regulations (FMGL) 2021 were notified—will be evaluated under the earlier Screening Test Regulations, provided they meet certain conditions. These conditions include completing physical onsite clinical or theory training to compensate for the online classes, finishing one year of internship at the foreign medical institution, and passing the examination equivalent to the MBBS exam in India. However, students who enrolled after November 18, 2021 will fall under the FMGL Regulations 2021. Such candidates will also be required to complete one year of mandatory internship in India as per the Compulsory Rotating Medical Internship (CRMI) Regulations 2021. The Commission further clarified that compensation for online classes without extending the study duration will not be accepted. Foreign medical institutions cannot issue compensation certificates unless students actually undergo additional physical onsite training equal to the duration of the online study period. This clarification has been issued with reference to earlier public notices dated December 7, 2023, and June 19, 2024. “In continuation of the Public Notices issued by the National Medical Commission on 07.12.2023 and 19.06.2024 regarding mandatory physical onsite compensation for online studies undertaken by foreign medical students pursuing MBBS abroad, the Commission is issuing further clarifications to address queries raised by students and stakeholders,” the notice stated. NMC Issues Clarifications on Online Study Compensation for Foreign Medical Graduates The notice has been issued with reference to the earlier public notices dated 07.12.2023 and 19.06.2024. “In continuation of the Public Notices issued by the National Medical Commission through notices dated 07.12.2023 and 19.06.2024 regarding the requirement of mandatory physical onsite compensation classes for foreign medical students who pursued part of their MBBS course online while studying abroad, the Commission has now issued further clarifications based on queries raised by students and other stakeholders,” the notice stated. Referring to the clarification, the National Medical Commission has instructed all State Medical Councils to process applications of Foreign Medical Graduates (FMGs) in accordance with the applicable regulations, after verifying that all required conditions have been fulfilled. Queries and Clarifications 1. Applicability of Compulsory Rotating Medical Internship (CRMI) Regulations, 2021 Students who took admission in foreign medical colleges on or before 18.11.2021—the date when the Foreign Medical Graduate Licentiate Regulations (FMGL), 2021 were notified—will be considered under the provisions of the Screening Test Regulations, provided they have: Students who took admission after 18.11.2021 will fall under the CRMI Regulations, 2021 and will have to complete one year of mandatory internship in India. All other conditions mentioned in the Public Notice dated 07.12.2023 will continue to apply. 2. Can online study of one academic year be compensated during the next year without extending the study period? The Undergraduate Medical Education Board (UGMEB) clarified that compensation without extending the duration of the course will not be accepted, as this goes against the provisions of the FMGL Regulations, 2021, which require the course and clinical training to be comparable with the MBBS course in India. The purpose of the earlier notices issued on 07.12.2023 and 19.06.2024 is to ensure that any part of medical education completed online—especially during disruptions such as the COVID-19 pandemic—is properly compensated through in-person academic and clinical training. Medical education requires hands-on learning, clinical exposure, and practical experience, which cannot be fully replaced by virtual classes. Therefore, any FMG who completed a portion of their course online must undergo equivalent offline training for the same duration. The Commission also noted that if foreign institutions issue compensation certificates without actually extending the course period or providing physical training, such certificates contradict the intent of the FMGL Regulations, 2021. These certificates undermine the objective of maintaining the quality and integrity of medical education for doctors who wish to practice in India. Under Schedule-I of the FMGL Regulations, 2021, notified on 18.11.2021, it is clearly stated that: “The course and internship or clinical clerkship shall be commensurate with the MBBS course of India in accordance with the Regulations on Graduate Medical Education, 1997 and subsequent amendments.” This means: 3. To ensure authenticity, the compensation certificate issued by the foreign medical institution must clearly mention: Additionally, the transcript of records issued by the university must be apostilled and authenticated by the Indian Embassy or High Commission in that country to confirm its validity. 4. Can the curriculum of two academic years be completed in one year of offline training? No. Academic years cannot be compressed. The entire duration of online study must be fully compensated through physical onsite training, and the course duration must remain consistent with the required standards. 5. Who is responsible for processing FMG applications for permanent registration in India? The primary responsibility lies with the respective State Medical Councils (SMCs), in coordination with the State Directorate of Medical Education (DME). While processing applications, the SMCs must verify that: The process should follow this sequence: The Commission also warned that State Medical Councils must not grant permanent registration unless all conditions—including onsite compensation for online study, mandatory clerkship, and completion of internship in India—have been fully verified. Any registration granted without following these rules will be treated as a regulatory violation. Earlier, on 19.06.2024, the Undergraduate Medical Education Board had clarified that foreign medical graduates who properly completed physical onsite compensation for online classes and passed the equivalent MBBS examination would be eligible for the one-year mandatory internship in India.

Exclusive: Vaishno Devi medical college, which lost MBBS nod amid protests against Muslim students, seeks fresh approval

A major decision was taken on January 7.The administration of the Jammu institute asked MBBS students to return to their homes just a few hours after the National Medical Commission (NMC) withdrew permission for the institute to run the MBBS course. Following the NMC’s decision, the college authorities instructed students to leave the campus and go back home for the time being. Shri Mata Vaishno Devi Institute of Medical Excellence has once again approached the National Medical Commission (NMC) to seek approval for running its MBBS course for the 2026–27 academic session. According to official sources, the institute has completed all the required formalities and submitted a fresh application to the NMC. This process also included depositing nearly Rs 10 lakh as fees for inspection and other necessary procedures. Sources shared this information with The Indian Express. Earlier, on January 7, the institute administration had asked MBBS students to return to their homes just hours after the NMC withdrew permission for the college to run the MBBS programme. The decision from the NMC had come at a time when protests were being held by the Shri Mata Vaishno Devi Sangarsh Samiti, a group consisting of nearly 60 pro-RSS and pro-BJP organisations. The group had raised objections over the admission of Muslim students in the institute. In the college’s first-ever MBBS batch of 50 students, 44 students were Muslim. The Sangh Samiti had been demanding that students from Kashmir be transferred to other medical colleges within the Union Territory. They argued that SMVDIME was established using donations made at the Shri Mata Vaishno Devi Shrine by Hindu pilgrims from across India. When the students were instructed to leave the campus, many alleged that the NMC’s decision was influenced by these protests, raising concerns about the timing and the reasons behind the withdrawal of permission. However, while withdrawing the Letter of Permission (LoP), the NMC cited serious deficiencies in the institute’s infrastructure, faculty strength, and availability of clinical material as reasons for the decision. The institute officials, however, denied any shortcomings in infrastructure and expressed confidence that they would be in an even stronger position when the NMC team visits for inspection in April–May. This, they said, would be possible because the Narayana Superspecialty Hospital is set to become part of the medical institute. Sources revealed that the process of taking over the hospital’s management is already underway, and all its staff, including doctors, will start reporting to the institute from April 1. Inaugurated by Prime Minister Narendra Modi on April 19, 2016, the Narayana Superspecialty Hospital at Kakryal, near Katra, provides care across more than 20 medical specialties. Officials said that with the hospital becoming part of the institute, the strength of teaching and clinical staff at the medical college will see a significant boost. They also added that further enhancements to the existing infrastructure are planned over the next few months. As for the 50 MBBS students from the cancelled course, they were relocated to seven newly established government medical colleges in the Union Territory. Of these, 22 students were placed in three colleges in the Kashmir Valley, while the remaining students were adjusted in four colleges in the Jammu province.

CBSE Board Copy Checking 2026: सीबीएसई इस बार बोर्ड परीक्षाओं की कॉपी जांच में बड़ा बदलाव कर रहा है। 12वीं की उत्तर पुस्तिकाओं की जांच डिजिटल ऑन-स्क्रीन मार्किंग सिस्टम से शुरू हो चुकी है और अगले सत्र में 10वीं की कॉपियों पर भी यही तरीका लागू होने के संकेत हैं। सीबीएसई कॉपी जांच प्रणाली में बड़ा बदलावकेंद्रीय माध्यमिक शिक्षा बोर्ड (सीबीएसई) अब बोर्ड परीक्षा की उत्तर पुस्तिकाओं के मूल्यांकन प्रक्रिया में बड़ा बदलाव करने जा रहा है। इस बार 12वीं कक्षा की कॉपियों की जांच डिजिटल सिस्टम के जरिए की जाएगी और आने वाले सत्र में 10वीं की उत्तर पुस्तिकाओं को भी इसी तरीके से जांचने की योजना है। बोर्ड का मुख्य उद्देश्य कॉपी जांच प्रक्रिया में अधिक पारदर्शिता लाना और गलत नंबर कटने जैसी समस्याओं को कम करना है। इसके अलावा, इस पूरी प्रक्रिया में आर्टिफिशियल इंटेलिजेंस (AI) का भी इस्तेमाल किया जाएगा। कॉपी जांच में AI और डिजिटल तकनीक का उपयोग छात्रों को मिलने वाले अंकों से जुड़ी दुविधा को दूर करने में मदद करेगा और मूल्यांकन प्रणाली को पहले से ज्यादा विश्वसनीय बनाने की दिशा में एक महत्वपूर्ण कदम माना जा रहा है। 12वीं की कॉपियों की जांच अब स्क्रीन पर 12वीं बोर्ड परीक्षा की कॉपियों का मूल्यांकन डिजिटल ऑन-स्क्रीन मार्किंग सिस्टम से किया जा रहा है। कॉपी के हर पन्ने को पहले स्कैन किया जाता है और फिर उसकी इमेज सुरक्षित सर्वर के जरिए तय मूल्यांकन केंद्रों पर भेजी जाती है। वहां परीक्षक लाल या नीली पेन की जगह कंप्यूटर स्क्रीन पर माउस से नंबर दर्ज कर रहे हैं। पहले चरण में गणित विषय की जांच शुरू हुई है और धीरे-धीरे बाकी विषयों की कॉपियां भी इसी सिस्टम से जांची जाएंगी। 10वीं की कॉपियों पर भी लागू होगा नया सिस्टम 12वीं की कॉपियों का मूल्यांकन डिजिटल रूप से शुरू हो चुका है लेकिन 10वीं कक्षा की कॉपियों की जांच अभी पुराने तरीके से हो रही है। बोर्ड की तरफ से संकेत मिले हैं कि अगले सत्र में 10वीं की उत्तर पुस्तिकाओं को भी स्कैन करके ऑनलाइन मूल्यांकन की व्यवस्था लागू की जाएगी। इससे सभी छात्रों को एक समान तरीके से अंक देने की कोशिश होगी और कॉपी जांच में पारदर्शिता बढ़ेगी। AI से लिखावट की समस्या भी होगी दूर सीबीएसई इस बार आर्टिफिशियल इंटेलिजेंस का प्रयोग भी कॉपी जांच में करने की तैयारी में है। शिक्षा से जुड़े कार्यक्रमों में यह दिखाया गया कि AI की मदद से अब गंदी लिखावट को भी समझा जा सकता है। पहले जिन छात्रों की हैंडराइटिंग साफ नहीं होती थी उनके अंक कई बार कम हो जाते थे क्योंकि उत्तर सही होने के बाद भी शिक्षक उसे ठीक से पढ़ नहीं पाते थे। अब डिजिटल सिस्टम और AI की मदद से लिखावट का असर कम होगा और सही जवाब पर पूरे अंक मिलने की संभावना बढ़ेगी। दो चरणों में होगी कॉपी जांच सीबीएसई की नई व्यवस्था में मूल्यांकन दो चरणों में किया जा सकता है। पहले डिजिटल तरीके से कॉपी की जांच होगी उसके बाद शिक्षक उसे देख सकेंगे। अगर कहीं नंबर काटे जाते हैं तो सिस्टम उस हिस्से को दिखा सकता है और दोबारा जांच संभव होगी। इससे गलत तरीके से अंक कटने की शिकायतें कम हो सकती हैं। ऑनलाइन परीक्षा और ऑफलाइन लिखी गई कॉपी दोनों का मूल्यांकन इस सिस्टम से किया जा सकेगा। एग्जाम के बाद कॉपी जांच का शेड्यूल परीक्षा समाप्त होते ही 12वीं के गणित विषय के बाद बाकी विषयों की स्कैन इमेज जांच के लिए भेजी जाएंगी। 10वीं कक्षा की उत्तर पुस्तिकाओं की आपूर्ति भी तेजी से बढ़ाई जाएगी ताकि समय पर रिजल्ट जारी हो सके। बोर्ड की कोशिश है कि पूरी प्रक्रिया तय समय के अंदर पूरी हो और छात्रों को बिना देरी परिणाम मिल सके। डिजिटल कॉपी जांच और AI के इस्तेमाल से मूल्यांकन प्रक्रिया जल्दी पूरी होने की उम्मीद है जिससे सीबीएसई रिजल्ट पिछले सालों की तुलना में जल्द जारी हो सकता है।
